The Spotlight Integrated Offender Management Unit is a multi-agency team created to monitor and manage a gorup of individuals who pose the highest risk of committingserious and violent crime in Stockport.

The IOM is a Home Office and Ministry of Justice funded approach to partnership working which links offender management strategies through joint decision-making and assessment.

The IOM specifically manages the local offenders who pose the highest risk of crime or harm to Stockport, with a focus on compliance and quick enforcement. It is a multi agency team consisting of the Police, National Probation Service, Youth Offending Team and Community Safety Unit (including drug support workers). Daily tasking meetings allow staff from different agencies to quickly share intelligence and updates on the offenders they are monitoring. Actions are instigated swiftly within this process and are prioritised in terms of risk. It is a holistic approach that looks to deal with all “offending pathways”, including accommodation, employment etc, in addition to any substance misuse issues.
